ISPM 15 – International Standards for Wooden Pallets, Wooden Crates, and Wooden Packaging Materials

Scope of Application

• All wooden pallets, wooden skids, wooden packing materials, and wooden crates must be treated via heat treatment or fumigated with Methyl Bromide (MB) before goods are exported.

• The ISPM 15 standard is globally recognized and serves as the principal measure to control the risk of harmful pest introduction and spread between countries.

• Target pest groups: Anobiidae, Bostrichidae, Buprestidae, Cerambycidae, Curculionidae, Isoptera, Lyctidae, Oedemeridae, Scolytidae, Siricidae, Bursaphelenchus, Xylophius.

• Chemical Fumigation: Wooden packaging materials, including pallets, crates, skids, blocking materials, etc., must be fumigated with Methyl Bromide and marked as "MB." The minimum temperature for MB fumigation must not fall below 10°C, and fumigation must be continuously conducted for 24 hours.

• Heat Treatment (HT): Wooden packaging materials are heated according to specific temperature and duration requirements, ensuring the core wood temperature reaches at least 56°C for a continuous period of 30 minutes. Heat treatment is represented by the “HT” marking on the standard seal.

Fumigation Marking

Fumigated pallets and wooden packaging materials must be marked with the appropriate ISPM 15 stamp to confirm compliance.

Issuance of Fumigation Certificates
Fumigation certificates are issued to customers within two days from the date of request. To avoid delays, customers are advised to notify us in advance to facilitate the timely issuance of the certificate alongside the exported goods, especially for shipments via air freight. Any fraudulent activities, non-fumigated goods, or improperly fumigated shipments will result in severe penalties during customs clearance in the importing country.

Heat Treatment (HT) Certification
A heat treatment certificate is an official document certifying that goods, wooden pallets, or wooden packaging have been fumigated in compliance with ISPM 15 standards.

The certificate will include the following sections:

• Issuer Information: The header includes the issuing companys name, contact information, and email address. The issuing company is authorized by the Plant Protection Department under the Ministry of Agriculture and Rural Development to conduct fumigation services.

• Shipment Information: This section includes shipment details tailored to customer requirements. Standard details include the shippers name (seller/exporter), consignees name (buyer/importer), commodity description, quantity (number of containers, packages, or items), container numbers, seal numbers, bill of lading (for sea freight), and vessel name/voyage number.

• Fumigation Details: Information about the fumigation process, including the chemical used, dosage, exposure time, and the date of fumigation. The certificate issuance date must align with the shipment date.

• ISPM 15 Mark: For goods requiring ISPM 15 stamping, such as wooden pallets or crates, the certificate will also confirm that the appropriate marking has been applied.

Note: Certificate details will primarily be based on the bill of lading or supporting documents such as invoices or packing lists (for air freight or consolidated shipments).
