1. What Are Customs Procedures?
Simply put, customs procedures are the necessary steps for goods and transportation vehicles to be imported/entered into a country or exported/exit from a countrys borders.
Note: Customs procedures only apply to goods and transportation vehicles, not to people. In Vietnam, the customs procedures for people entering or leaving the country are handled by the security agency or border guards at the checkpoints.
2. Export Customs Procedures
Step 1:
The importing company fills out four customs declaration forms with all required information for the importer, specifying the Customs Sub-department where the procedures will be carried out in box 29 of the export-import declaration. The forms are then signed, stamped, and handed over to the exporting company.
Step 2:
The exporting company, after receiving the four customs declaration forms, completes them with all required information for the exporter and submits the customs documents to the Customs Sub-department for export procedures as per regulations.
Step 3:
The Customs Sub-department handling on-site export procedures receives and registers the declaration, decides the inspection method and level according to the applicable regulations for each type, and checks the tax calculations (for taxable goods) as per current regulations. Samples (if any) are sealed and given to the company for safekeeping to present to customs when required.
Step 4:
Upon receiving three copies of the on-site export-import declarations with customs confirmation, the importing company submits the customs documents to the Customs Sub-department where the import procedures are carried out for on-site import procedures. The Customs Sub-department for on-site import procedures registers the declaration as per regulations, matching the type of export-import, except for physical inspection of goods, and checks tax calculations (if applicable). It confirms the completion of customs procedures, signs, and stamps the customs declaration.
Step 5:
The importing company keeps one copy of the declaration and sends one copy to the exporting company for their records.
